Optikal saat ini dipandang secara umum sebagai sebuah institusi bisnis penjualan kacamata dan lensa kontak. Nyatanya dalam Peraturan Menteri Kesehatan No. 1 Tahun 2016 tentang Penyelenggaraan Optikal, jelas dikatakan bahwa Optikal adalah Fasilitas Pelayanan Kesehatan yang menyelenggarakan pelayanan refraksi, pelayanan optisi, dan/atau pelayanan lensa kontak. Sebagai Fasilitas Pelayanan Kesehatan, tentu ada kriteria yang harus dipenuhi dalam melaksanakan operasioanl pelayanannya. Hal inilah yang melatarbelakangi penulis dalam menyusun Karya Tulis Ilmiah ini dengan tujuan untuk mengetahui Standar Operasional Prosedur pelayanan kesehatan di Optikal sebagai Fasilitas Pelayanan Kesehatan. Metode dalam penelitian ini adalah tinjauan literatur, menjadikan peraturan perundangan Republik Indonesia sebagai sumber literatur, didukung keberadaan jurnal dalam dan luar negeri yang penulis telusuri melalui internet mengunakan Google dan portal jurnal Wiley Online Library dengan kata kunci “Optometric Practice”, “Rekam Medis”, “Sistem Rujukan Kesehatan” dan “Optometric Practice Office Layout”. Berdasarkan hasil tinjauan literatur tersebut, penulis menyimpulkan pentingnya membuat model struktur organisasi Optikal, alur pelayanan kesehatan Optikal, rekam medis Optikal meliputi rekam medis refraksi, optisi dan lensa kontak, dilengkapi penataan ruang prasarana Optikal juga papan nama Izin Optikal dan Izin Refraksionis Optisien/Optometri sehingga kriteria Optikal sebagai Fasilitas Pelayanan Kesehatan terpenuhi.

In fact, in the Regulation of the Minister of Health No. 1 of 2016 concerning Optical Operations, it is clearly stated that Optical is a Health Service Facility that provides eye examination services, optical services, and/or contact lens services. As a Health Service Facility, of course there are criteria that must be met in carrying out its service operations. This is the background of the author in compiling this Scientific Paper with the aim of knowing the Standard Operating Procedures for health services in Optical as a Health Service Facility. The method in this study is a literature review, making the laws and regulations of the Republic of Indonesia as source of literature, supported by the existence of domestic and foreign journals that the authors search through the internet using Google and the Wiley Online Library journal portal with the keywords "Optometric Practice", "Medical Records", “Health Referral System” and “Optometric Practice Office Layout”. Based on the results of the literature review, the authors conclude that there is a need to create a model of Optical organizational structure, Optical health service flow, Optical medical records including refractive, optical and contact lens medical records, equipped with Optical infrastructure space arrangements as well as Optical Permits and Optometrist/Refractionist Optician Permits signage so that Optical criteria as a Health Service Facility are met.
