PENERAPAN KAWASAN TANPA ROKOK (KTR) DI SMP DAN SMA YANG TELAH DI LATIH SEBAGAI SATGAS KTR DI KOTA BANDUNG TAHUN 2016

ABSTRAK Panji Aldino Barzanzi PENERAPAN KAWASAN TANPA ROKOK (KTR) DI SMP DAN SMA YANG TELAH DI LATIH SEBAGAI SATGAS KTR DI KOTA BANDUNG TAHUN 2016 V bab + 83 halaman + 1 tabel + 4 bagan + 8 lampiran Indonesia menduduki peringkat ke-3 sebagai jumlah perokok terbesar didunia. Berdasarkan laporan Riskesdas tahun 2013 perilaku merokok penduduk Indonesia yang berusia 15 tahun keatas cenderung meningkat dari 34,2% menjadi 36,3%. Pemerintah berupaya menanggulangi dampak bahaya rokok diantaranya dengan menetapkan KTR. Dinkes Kota Bandung melalui Seksi Promkes melakukan pelatihan Satgas KTR di 30 SMP dan 20 SMA di Kota Bandung.Tujuan penelitian ini adalah untuk mengetahui penerapan KTR di SMP dan SMA yang telah dilatih sebagai Satgas KTR di Kota Bandung. Penelitian ini menggunakan metode kualitatif fenomenologi dengan jumlah informan sebanyak 8 orang terdiri atas kepala sekolah, guru, Satgas KTR dan perwakilan siswa dari SMPN 4 dan SMAN 24 Bandung. Pengumpulan data dikumpulkan melalui teknik wawancara dan observasi. Hasil penelitian ini yaitu dukungan terhadap program KTR serta kaderisasi didapatkan dari semua pihak sekolah dan sektor terkait. Sosialisasi program dilakukan melalui madding, penempelan rambu larangan merokok, kampanye dan sosialisasi saat upacara bendera. Sehingga tidak ada lagi orang yang merokok di lingkungan sekolah, namun pelaksanaan program KTR dirasa masih naik turun serta sanksi yang di berikan belum terlihat jelas bahkan pada salah satu sekolah masih sulit menemukan rambu larangan yang dikarenakan kurangnya pemantauan dari berbagai pihak terkait serta tidak adanya dana khusus dan Fasilitas yang sediakan oleh sekolah. Adapun saran yang di berikan yaitu diharapkan pihak puskesmas dapat lebih intens dalam pemantauan program KTR, pihak sekolah diharapkan dapat mengalokasikan anggaran khusus serta fasilitas untuk program KTR, Satgas KTR diharapkan dapat memanfaatkan fasilitas serta lebih aktif lagi dalam menjalankan tugas. Based on the report Riskesdas by 2013 the Indonesia population smoking behaviour 15 years old and above tending to increase from 34.2% to 36.3%. The Government is attempting to cope with the impact the danger of smoking among them by setting the KTR. Dinkes Kota Bandung through Heath Promotion Section did a training task force KTR at 30 junior high school and 20 senior high school in Bandung. The purpose of this research is to know the application KTR in junior high and senior high school have been trained as Satgas KTR in Bandung. This research uses qualitative phenomenology method with a number of informants as many 8 persons composed of principals, teachers, students and representatives of KTR Force of 4 Junior High School and 24 Senior High School Bandung. the collection of data gathered through the interview and observation techniques. The results of this research, namely support for the program as well as the cadre recruitment obtained from KTR all party schools and related sectors. Socialization programs conducted through the madding, snapping the smoking ban, campaign signs and socialization during the ceremony flag. So no more people who smoke in the school environment, but implementation of programs considered up and down still KTR and the sanctions given haven’t been clearly visible even at one of the schools is still difficult to find due lack of prohibition signs monitoring from various related parties as well as the lack of special funds and facilities provided by the school. As for the advice given that is expected of the parties can seek more intense monitoring program KTR, the school is expected to allocate special budget as well facilities for KTR, Satgas KTR is expected to utilize the facilities as well more active again in the running tasks.
